Una riflessione di Corrado Augias su Repubblica del 7 luglio mi induce a ribadire alcune considerazioni sull’insegnamento della religione cattolica nel nostro paese, sugli insegnanti della “disciplina” e sulla supremazia ecclesiastica, di fatto, nelle scuole pubbliche.
Dato che gli insegnanti in questione non vengono nominati dalle Autorità scolastiche motu proprio, ma su indicazione netta e univoca della Curia Arcivescovile competente per territorio, gli stessi non possono avvalersi dell’art. 33 della Costituzione (“l’arte e la scienza sono libere e libero ne è l’insegnamento”) , ma sono tenuti ad una rigida conformità alla dottrina cattolica. E, quindi, se un insegnante di IRC in scienza e coscienza ritenesse di aderire ad alcune attestazioni evangeliche secondo le quali Gesù aveva quattro fratelli ed alcune sorelle non potrebbe mai dirlo ai suoi alunni, pena il licenziamento in tronco a causa dell’immediata revoca dell’idoneità, che viene concessa, senza se e senza ma, incondizionatamente dall’Autorità Vescovile.
Si sprecano, poi, i casi di trattamento differenziato a favore dell’IRC.
La cura da cavallo imposta dal duo Tremonti-Gelmini alla scuola pubblica ha falcidiato centinaia di migliaia di posti di lavoro, ha massacrato i bilanci dei circoli/istituti, sta eliminando di fatto la scuola a tempo-pieno, non ha risparmiato neppure i disabili sia attraverso il taglio di insegnanti di sostegno sia attraverso l’aumento del numero di alunni per classe
In tutta questa opera di macelleria sociale, gli insegnanti di RC non solo non vengono toccati, ma aumentano di numero.
E, mentre vengono accorpate classi di concorso, sezioni, plessi e quant’altro per risparmiare sulla spesa pubblica ed è, anche, previsto l’accorpamento di alunni di più sezioni per gli insegnamenti curricolari, l’IRC deve essere impartito classe per classe, fossero anche tre-quattro alunni “avvalentisi” di tale insegnamento “facoltativo”.
In questo caso non si bada a spese, perché tutto si può toccare nel nostro paese, salvo l’organico di diritto e di fatto della “ religione , disciplina facoltativa” !
Il capolavoro è stato raggiunto, anche con la complicità di qualche sindacato (per “non” fare nomi: soprattutto la Cisl) , nelle decine di migliaia di immissione nei ruoli dello Stato (quello che si chiama incarico a tempo indeterminato) di tali insegnanti, a suo tempo indicati dalla Curia e mantenuti in vita ad insindacabile giudizio della stesa Autorità ecclesiale.
Un esempio chiarisce l’abnormità di tale situazione. Se ad un insegnante di RC (transitato nei ruoli dello Stato e pagato anche dai non credenti) venisse revocata l’idoneità dalla Curia Arcivescovile o se lo stesso scegliesse, finalmente, di avvalersi della piena libertà di insegnamento si avrebbero le seguenti conseguenze:
- L’insegnante non potrebbe più insegnare religione, ma dato che è “in ruolo” ritorna nell’organico della scuola pubblica a tutti gli effetti
- L’autorità scolastica competente deve trovare un posto a tale insegnante per l’insegnamento di una disciplina in conformità al titolo di abilitazione posseduto
- La Curia segnala (con obbligo di nomina da parte della Scuola) un nuovo insegnante di RC in sostituzione del docente non più idoneo
- Un precario perde il posto , che sarà occupato dall’ex insegnante di RC, ormai “di ruolo”
In questo pazzesco domino pagano ancora una volta le fasce deboli, mentre lo Stato è costretto a cedere pezzi di sovranità alle prerogative confessionali.
Forse l’opposizione parlamentare dovrebbe spendere qualche energia per non assistere passivamente a questo stato dell’arte, avvalendosi magari di contributi di addetti ai lavori, che non mancano nelle file degli operatori scolastici laici e democratici.
