Approvato oggi dal Senato il nuovo testo della manovra economica: gli emendamenti che riguardano la scuola, letti insieme, definiscono un quadro normativo che consente di destinare l’utilizzo di parte del 30 % dei risparmi per la copertura degli scatti di anzianità.
Oltre alle norme riguardanti tutto il pubblico impiego che prevedono il blocco triennale del
rinnovo dei contratti e i tre emendamenti relativi alla soluzione del problema concernente le
posizioni stipendiali, il testo del decreto-legge, come modificato dal maxiemedamento su cui è
stata espressa la fiducia del Senato, prevede specificamente per la scuola:
all’art. 4 sono aggiunti i commi da 4 septies a 4 nonies, che prevedono nuove modalità di
pagamento dei compensi accessori:
- saranno pagati direttamente in busta paga, insieme alle competenze fisse per tutto il
personale, con eccezione dei supplenti nominati dai dirigenti scolastici per supplenze brevi,
che continuano a gravare sui bilanci delle scuole (con esclusione delle maternità);
- all’inizio di ogni anno scolastico il Miur comunica alle scuole la dotazione finanziaria
complessiva per i compensi accessori (fondo di Istituto), che verrà articolata secondo il
contratto di istituto;
- in conseguenza verranno apportate modifiche al regolamento di contabilità delle scuole.
all’art. 7 è stato aggiunto il comma 3 bis, che prevede la soppressione dell’ENAM ed il
trasferimento delle sue funzioni all’INPDAP, con trasferimento delle risorse strumentali, umane
e finanziarie entro 60 giorni dall’entrata in vigore della legge.

gli Uffici scolastici provinciali sono autorizzati a prorogare le convenzioni ininterrottamente in
corso, nei limiti di spesa già previsti dalla legge n. 191/2009.
