Si legga la relazione dell’On Aprea e si esamini la relazione tecnica che accompagna lo Schema di Decreto per comprendere l’entità delle devastazioni che già dal prossimo anno scolastico saranno apportate in questo importante settore dell’istruzione.
Si fa riferimento strumentalmente alla riorganizzazione prevista dall’art. 1, comma 632, della legge n. 296 del 2006, per coprire e giustificare la desertificazione prodotta.
In realtà occorre purtroppo anche in questo provvedimento guardare molto attentamente alle cifre. Guardare a quanti soggetti sono stati accolti nel sistema nei precedenti anni scolastici e quanti lo saranno l’anno prossimo. Le tabelle statistiche al riguardo ci sono, per quanto oscurate, nella relazione ufficiale di illustrazione ma l’on Aprea prudentemente non ne richiama nessuna nella sua relazione.
Altrimenti avrebbe dovuto spiegare:
- dove finiscono i 402.228 iscritti nelle attività promosse dai CTP nell’anno scolastico 2007-08?
- dove finiscono i 77.509 iscritti ai corsi serali per il conseguimento del diploma o della qualifica, registrati nel 2007-08 e distribuiti in 894 sedi di erogazione dei corsi serali degli istituti di istruzione secondaria superiore nel 2007-08 (erano 705 nel 2004-05)?
- avrebbe dovuto spiegare cosa succede all’organico dei docenti impegnati nelle varie attività che nella primaria, nella secondaria di I° grado e nella secondaria di II° passano rispettivamente da 1293, 2938, 5729 a 1271, 2889 e a 3703 con un taglio complessivo di 2097 unità comprensivo dei 179 posti meticolosamente annotati dal Ragioniere Generale dello Stato che sembra non aver altro da fare in questo periodo pur con le varie vicende della Protezione civile in atto
Ciò mentre il numero dei frequentanti, di fatto limitato alle attività connesse al conseguimento dei titoli di studio, scende nei tre ordini scolastici indicati dai 19.626,44.595 e 62.394 del 2008-2009 ai 15,254, 34.662 e 44. 440 del prossimo anno scolastico calcolati sulla base dei nuovi parametri di iscrizione e di organico fissati agli articoli 3 e 9 del Regolamento.
In realtà tali cifre sono fantasiose e puramente di comodo perché ignorano gli adulti che attualmente sono nel sistema e non seguono attività necessariamente legate al conseguimento dei titoli di studio. Come abbiamo dianzi indicato le stesse cifre della Relazione illustrativa ministeriale ci dicono ben altro!
Inoltre per quanto riguarda i tagli all’organico è necessario smascherare un modesto trucchetto ministeriale. Si tratta solo dei posti in organico nessun dato sui posti precari che verranno spazzati via con l’eliminazione della relativa utenza!
Il risparmio di conseguenza sarà ben superiore ai 69 milioni di euro previsti a regime decorrere dal 2011.
Anche in questo caso ci vanno giù con l’accetta se si pensa che il vincolo, posto
all’intera operazione dei razionalizzazione della rete scolastica dall’art. 1 del DPR n° 81, è di 85 milioni di euro.
Ma su questo e altro dovremo necessariamente ritornare nei prossimi giorni.
