Alla fine di novembre di quest’anno dovrebbe essere emanato il bando per il concorso a posti di dirigente scolastico, molti anni dopo il precedente. Nutro qualche speranza.
Spero che questo concorso non sia preceduto da una lotteria a tests, come il recente concorso ispettivo. E che contrariamente a quest’ultimo, il bando sia sottoposto alla valutazione del Consiglio Nazionale della Pubblica istruzione (essendo tale parere obbligatorio seppur non vincolante, ci sarebbero gli estremi per annullarlo). Spero che vi siano contemporaneamente, in ogni regione, prove elaborate a livello nazionale che investano i saperi davvero essenziali per un dirigente scolastico (cultura generale, filosofia, pedagogia, sociologia, diritto amministrativo). Spero che le commissioni dichiarino un numero di vincitori pari a quello dei posti messi a concorso o aumentabili in percentuale fissa per tutte le regioni; questo per evitare l’indegno spettacolo di commissioni che ammettono tutti e occupano con i loro cosiddetti vincitori i posti che poi si renderanno disponibili in altre parti d’Italia. Spero che i costi di un concorso davvero serio (sostituzioni, compensi, rimborsi) vengano messi in bilancio (di questi tempi, non si sa mai).
Spero soprattutto che le prove avvengano avendo una qualche idea su cosa sia un dirigente scolastico. Divenire dirigenti richiede ricerca pedagogica, studio scientifico delle varie scienze interessanti l’educazione, aggiornamento giuridico. Chi orienta, chi guida deve aver studiato e studiare fino a esser capace di vedere un po’ oltre i confini della visione ordinaria. Ci si forma interrogando rigorosamente la cultura come la propria esperienza, ascoltando insegnanti e genitori, partecipando alla vita culturale della nazione e della zona ove si lavora. Non c’è bisogno –io penso- di puri manager.
Di quale dirigente la scuola ha bisogno? Propongo alcuni tratti.
Mite soggetto dell'orientare
Se connotata di alta cultura, di umiltà e gentilezza la figura del dirigente scolastico si può rivelare sempre più come essenziale ai fini di un autentico rinnovamento della scuola. Il contributo in termini di livelli interpretativi e di capacità progettuali che potrà essere offerto dal D.S. nel presente momento di difficoltà ma anche di rinnovamento culturale e strutturale configura un dirigente di alto profilo etico, di buone capacità relazionali, in grado di rappresentare un fattore di orientamento per il suo istituto e di concorrere, insieme ai colleghi, ai dirigenti amministrativi e agli ispettori, a introdurre elementi di qualificazione culturale e scientifica.
Guardare e aiutare a guardare l'autonomia
E' proprio del magistero non il comandare ma l' indicare e va svolto sia da un punto di vista generale e astratto, sia con attenzione ai possibili esiti particolari e concreti. L'interpretazione locale potrà rappresentare un incontro tra il mondo culturale, scientifico ed esperienziale locale, quello delle nuove tavole dei saperi e quello di chi ne prende lettura.
Il DS riconoscerà spazio ai molteplici mondi che abitano quest’inizio di millennio.
Orientare al plurale
Insegnare a orientare
Orientare gli altri nella navigazione entro il tensionale processo evolutivo/involutivo della scuola non é stabilire per tutti un punto unico in cui convergere.
Un circolo "ricco" é un circolo plurale, ove felicemente coesistono prospettive non sovrapponibili ma non divergenti, orientate ma non determinate. La scuola è un’orchestra polifonica.
Il DS é il direttore, il principale soggetto di questo orientamento non deterministico.
Interpretare e aiutare a interpretare i saperi di base nella scuola dell'autonomia.
Il DS, mentre presta attenzione al presente e orienta al nuovo, detiene nel contempo l'onere e l'onore di rappresentare anche la voce del passato. Più in una scuola é presente il riferimento storico, più cresce l'autonomia intellettuale e più fondate saranno le basi del nuovo edificio della conoscenza. I classici della pedagogia, della filosofia e delle altre scienze dell'educazione costituiscono un orientamento di perenne validità, un punto di visione che le innovazioni meramente ex lege non intendono (né potrebbero) sostituire.
Intendere il moto della scuola
La riforma continua (ora è più che altro ristrutturazione) della scuola, dei suoi cicli, dei suoi saperi e delle sue strutture organizzative esprime anche un mutamento culturale, rappresenta l'ingresso di scenari teorici e pratici ancora lontani dalla visione del mondo propria del senso comune. Mi pare ragionevole ritenere che il passaggio sarà lungo e che si debbano peraltro evitare forzature e illusorie scorciatoie.
Per questo serve un dirigente non autoritario ma autorevole per qualità culturali e per competenza professionale, aperto ad agire e a farsi agire nella relazione; serve una figura "forte" per le sue doti e "debole" nello stile del suo rapportarsi .
Conclusioni
---Conforta nelle contingenze del confronto con le profonde innovazioni che attendono tutti l'aver visto negli scorsi anni un corpo dirigente in buona parte (fatta la purtroppo ampia eccezione dei falsi vincitori proclamati in alcune regioni del sud e che poi sono andati ad occupare le scuole del centro-nord) di elevata qualificazione culturale, ricco di fiducia e capace di quella fantasia a scarso tasso di ansia che é necessaria quando ci si avventura in zone sconosciute.
---Dirigere non significa inseguire l'attualità, gl'indici di gradimento dell'utenza; il pieno riconoscimento della dirigenza porrà inoltre il capo d'istituto in una posizione di ampia autonomia rispetto ai colleghi amministrativi e tecnici degli uffici provinciali e regionali, ferma restando la subordinazione di tutti al Direttore generale. Ciò induce fin d'ora il ds in una posizione di responsabilità alta e questa sarà da conseguire effettivamente con le proprie qualità intellettuali e morali. -
--Nell'ambito della rifondazione deontologica della funzione dirigente, avrei pensato ad alcuni interrogativi, evidentemente ispirati all' imperativo kantiano "agisci in modo da trattare l'umanità, in te stesso come negli altri, sempre come fine e mai come mezzo". Cercare allora di capire come il condidato-dirigente si ponga di fronte ai principi che seguono e promuovere in lui alcuni interrogativi:
I Studia?
é un soggetto attivo della cultura?
Coltiva ed esprime il senso dello Stato?
Dialoga, ma in autonomia, con il Potere locale?
Opera per la libertà della scienza e dell'insegnamento?
agisce sempre in vista di un fine, o insegue solo l' effetto o un singolo obiettivo?
difende i più deboli?
Si preoccupa di ben figurare o di essere utile secondo le ragioni di fondo dell'essere-in-educazione?
Interviene solo a richiesta o anche quando può essere indesiderato?
--- Compito prevalente della scuola é non é fabbricare un prodotto di alto gradimento o che ben si classifichi nelle ricerche PISA o Invalsi ma l'educare un'anima, attraverso la cultura, alla libertà dello spirito. Maestro per coloro tra i suoi maestri che vorranno ascoltarlo, il dirigente indicherà comunque a tutti il perenne compito della scuola: offrire un ambiente gioioso affinché il soggetto in educazione -attraverso i linguaggi- impari a conoscere il mondo.
