Ormai nel settore pubblico tutte le vie sono buone per entrare nei (pochi) posti disponibili tranne quella, aurea, del concorso pubblico per titoli ed esami. Un recente articolo su edscuola.com di Francesco Nuzzaci “Concorso a dirigente tecnico: lettera aperta al capo dipartimento”sviluppa, invero con l’abituale competenza, tutte le argomentazioni giuridico/retoriche possibili per annullare il bando e favorire il tentativo di alcuni gruppi di dirigenti scolastici di trasformare un concorso pubblico per titoli ed esami (come tutti secondo Costituzione dovrebbero essere) in un banale concorso riservato o addirittura in un’occasione per la creazione di nuovi “ispettori “ ope legis. Potrebbe così accadere che qualche laureato, magari diventato insegnante e dirigente scolastico per diritto di stagionatura in qualche graduatoria o per aver fatto il sacrestano di qualche dirigente, divenga miracolosamente anche dirigente tecnico, forzando le aspettative dei docenti e il loro diritto a concorrere in condizioni di parità.

Quando, oltre vent’anni fa, io vinsi il mio concorso ero direttore didattico (con funzioni equivalenti a quelle oggi svolte da un “dirigente scolastico”), questo era pubblico e non riservato, era per titoli ed esami. Nessuno brigò per escludere altre categorie e fu vinto da molti semplici docenti che poi si rivelarono i migliori tra noi. Hanno in questi anni illustrato la scuola, le scienze dell’educazione e la ricerca in genere.

Su due soli punti sono d’accordo con l’articolo citato: sulla estrema complessità organizzativa (ma i doveri non vanno evitati solo perchè difficili ad adempiersi) e quando il Nostro scrive che “i contenuti del bando sono in larghissima prevalenza inconferenti rispetto ad una funzione, tecnica, da svolgere. Perché chiamano il candidato ad esplorare tutti i rami del diritto, nel mentre le problematiche socio-psico-pedagogiche, disciplinari ed organizzative sono confinate in un ambito di assoluta marginalità”. In effetti quel bando sembra confezionato per un concorso in magistratura, copre una parte tutto sommato modesta della funzione ispettiva, funzione questa assai più vicina peraltro a quella docente che a quella dirigenziale.
Quel che serve non è un ispettore-pubblico-ministero: infatti, per una scuola costruita intorno alla persona del docente e dell’alunno (anche noi ispettori siamo espressione di un’unica funzione, quella docente e tali dovrebbero sentirsi anche i dirigenti scolastici) serve personale agito da un pensiero alto, intriso di storia, un pensiero “intelligente” in quanto entra dentro le idee e le cose. Nella funzione ispettiva va posto in atto un pensiero che agisce non perché tratta gli uomini come materiale “usa getta” o come “casi” ma perché sa produrre idee capaci di muovere l’anima di chi insegna, dirigere o orientare il lavoro culturale e pedagogico.

Nell'attuale contesto di metamorfosi della scuola italiana e del ministero della ex-pubblica istruzione, occorrerà individuare le linee di una procedura concorsuale che riconosca e orienti la funzione ispettiva e amministrativa nel suo garantire il resto della costellazione scolastica e l'utenza intorno alla qualità morale -oltre che scientifica- dei suoi interpreti.
Noi ispettori siamo del resto, prima che Amministrazione, Scuola e questa ha senso solo se essenzialmente (generativamente) sa essere luogo di cultura e spazio alla persona. Noi non abbiamo potere deterrente e nemmeno in senso stretto, dirigente.
Noi vecchi ispettori vogliamo che i nuovi colleghi non siano dei miracolati, ma soggetti resi autorevoli anche dall’aver superato un concorso non riservato e che richiede alta preparazione culturale e scientifica. Che siano soggetti capaci di quella fondazionalità scientifica, di quella serenità di valutazione e di espressione e di quella terzietà che caratterizzano lo status e le competenze ispettive. Un buon servizio ispettivo può essere l’inizio di una forte ripresa di credito della nostra scuola, come di ogni altra attività dello Stato.
