ARTICOLI 3 E 34 DELLA COSTITUZIONE: ARTICOLI NON IN VENDITA

E’ sempre più difficile "fare" scuola nonostante tutto, nonostante le risorse finanziarie quasi inesistenti e sempre meno certe, nonostante i tagli operati in maniera indiscriminata agli organici, nonostante un sistema di reclutamento dei docenti supplenti sempre più farraginoso e non rispettoso dei tempi organizzativi della scuola, nonostante la campagna mediatica di continuo discredito della professionalità del personale della scuola e dei Dirigenti scolastici, nonostante il nuovo regolamento sulla valutazione degli apprendimenti, nonostante…. . L’elenco potrebbe continuare all’infinito.

Non è facile, non sarà facile, ma come sempre il senso di responsabilità della scuola di base prevarrà rispetto alla tentazione di garantire solo l’essenziale in termini di istruzione e formazione del cittadino. Quale sarà il prodotto?
La scuola come azienda che produce…i futuri cittadini: è questo il senso della "I" di impresa di morattiana memoria? Potremmo anche essere d’accordo con alcuni "se".
L’"azienda" scuola necessita ovviamente di risorse, finanziarie ed umane, ma anche di autonomia di ricerca-organizzazione-sviluppo, che non dovrebbe essere messa continuamente in discussione; la produzione di apprendimenti e di cittadinanza non può prevedere scarti, è un lusso che non ci possiamo permettere, non sono ammessi insuccessi.
Eterni idealisti gli operatori della scuola quando affermano "non uno di meno"? Forse.

Ma non è ciò che recita la Costituzione all’art.3. dove si afferma che "…È compito della Repubblica rimuovere gli ostacoli di ordine economico e sociale, che, limitando di fatto la libertà e l'eguaglianza dei cittadini, impediscono il pieno sviluppo della persona umana…"? Il pieno sviluppo della persona umana si traduce per noi nel "successo formativo".
E all’art. 34 si rivendica il diritto al pieno sviluppo delle potenzialità "I capaci e meritevoli, anche se privi di mezzi, hanno diritto di raggiungere i gradi più alti degli studi".

La Costituzione, un bene comune sempre più in pericolo. Proprio in questo momento storico, che vede quotidianamente calpestati i principi affermati dalla Carta Costituzionale, diventa didatticamente e strategicamente vincente, a mio avviso, attivare percorsi formativi e di apprendimento di "Cittadinanza e Costituzione", aderendo alla sperimentazione ministeriale delineata dalle Linee Guida pubblicate il 4 marzo 2009.
In questo concordiamo con il Ministro quando afferma "Educare alla convivenza civile significa promuovere nel singolo cittadino la consapevolezza di essere parte di un corpo sociale e istituzionale che cresce e si trasforma nel tempo e nello spazio, e di essere insieme fruitore dei beni di cultura e responsabile della loro conservazione e della loro crescita, nei riguardi degli altri e delle nuove generazioni."

Conoscere per realizzare diritti. Ci accuseranno di fare politica? Ebbene sì, se per politica si intende, con Aristotele, l'amministrazione della "polis" per il bene di tutti, la determinazione di uno spazio pubblico al quale tutti i cittadini possano partecipare.
Certo in questo non siamo aiutati dalle iniziative Ministeriali. Scrive bene Vittorio Fabbricatore, nel suo articolo pubblicato da Scuola Oggi il 10.10.09, in merito al Concorso indetto dall’ANSAS ed ai criteri di finanziamento dei progetti presentati: così non si aiuta la scuola italiana.
Da segnalare infine l’utilissimo contributo al dibattito offerto dal Convegno dell’ Associazione Nazionale Dirigenti Scolastici, tenutosi nei giorni scorsi a Giovinazzo (Bari), sul tema "Costituzione e Cittadinanza attiva".
