La presentazione del programma annuale 2010 è stata prorogata al 28 febbraio. La nota del 14 dicembre sarà precisata e riscritta in diversi punti. In particolare saranno oggetto di chiarimento:

le spese per le supplenze;
le spese per le ditte di appalto;
l’inserimento dei residui attivi nell’aggregato Z.

Inoltre, il Capo dipartimento del Bilancio ci ha informati che è in corso un confronto con il Ministero dell’Economia al fine di reperire fondi straordinari per il funzionamento didattico e amministrativo 2010.

Sono questi i principali impegni che abbiamo strappato al Miur dopo un confronto serrato, conclusosi solo da poche ore. Tale confronto era stato sollecitato dai sindacati dopo le proteste delle scuole che evidenziano l’impossibilità di costruire i bilanci secondo le indicazioni del Miur o le conseguenze negative che ne deriverebbero se lo facessero.

Le scuole, infatti, non sono ancora nelle condizioni di stilare il bilancio per l’anno scolastico 2010. Non solo per colpa dei tagli e dell’incertezza sull’ammontare delle risorse, ma anche per le indicazioni ambigue e confuse che arrivano dal Ministero.

Il prossimo incontro è stato fissato per il 16 febbraio. In quell’occasione ci verrà sottoposta la nota di chiarimenti di cui sopra. Successivamente il confronto proseguirà in sede tecnica per discutere di alcune voci di spesa, non citate dalla circolare del 14 dicembre, molto gravose per la scuola come ad esempio le ore eccedenti per la sostituzione dei colleghi assenti, le indennità per funzioni superiori, i corsi di recupero e più in generale sul sistema dei finanziamenti.

Come FLC valutiamo positivamente questa apertura e l’impegno del Miur a reperire fondi straordinari. Ma tutto questo non basta perché resta una profondissima sofferenza finanziaria e l’opacità dei dati. Su questi si vuole far calare una cappa di silenzio lasciando che le scuole si arrangino da sole come meglio possono, magari gravando ancora di più sulle famiglie e sui lavoratori.

La vicenda del programma annuale, le pressioni che alcuni revisori dei conti stanno facendo sulle scuole per costringerle a non rispettare le leggi (regolamento di contabilità e capitolone), i tagli espliciti e mascherati e la distrazione dei fondi contrattuali sono i fatti denunciati dalla FLC durante l’incontro di oggi e per i quali abbiamo chiesto contro misure urgenti. Si tratta di rispettare il patto, sottoscritto con i cittadini, che è ben più vincolante della circolare del 14 dicembre. Lo stesso principio vale per il patto di regole condivise dal Dirigente con le Rsu circa l’uso dei fondi contrattuali.

Sulla base dei chiarimenti e delle precisazione che saranno fornite durante l’incontro di martedì prossimo, metteremo a disposizione dei colleghi Dirigenti e Direttori una scheda di approfondimento e i suggerimenti utili per fare un bilancio corretto e rispettoso delle leggi.
