Da tempo su questo giornale andiamo sostenendo che il piano di "ristrutturazione" della scuola primaria programmato dal duo Gelmini-Tremonti sarebbe stato graduale. Attuato cioè per tappe successive. La prima fase è consistita nell’eliminazione dei moduli (3 insegnanti ogni due classi), vale a dire nella soppressione del modello didattico più diffuso nel nostro paese, con conseguente consistente riduzione del numero dei docenti.

I modelli orari riproposti dal ministro Gelmini (ci riferiamo in particolare alle 27 e 30 ore) in realtà si differenziano in modo sostanziale rispetto agli stessi modelli previsti dalla riforma Moratti. La Moratti non metteva comunque in discussione l’impianto modulare, pur introducendo figure e funzioni come il tutor. Qui invece si afferma nettamente la prevalenza di un docente, attorniato da qualcun altro che completa l’orario settimanale (nei fatti un’estensione, una protesi del modello gelminiano del maestro unico).

L’aggressione al tempo pieno veniva invece rinviata e attuata appunto in maniera graduale perché altamente impopolare. E’ chiaro a tutti che toccare il tempo pieno in alcuni grandi centri urbani (Milano, Bologna, Torino, ecc.) significa andare incontro a grandi proteste e a resistenze da parte dei genitori. E i genitori votano. Per questo si è proceduto in maniera soft e per pezzi. Già ai tempi della Moratti a Milano l’organico del tempo pieno era stato intaccato. Nel senso che non era stato confermato pienamente il doppio organico per classe ma erano stati autorizzati 1-2 docenti in meno per scuola. Un numero tale comunque da poter garantire il funzionamento a 40 ore settimanali. Con evidente ignoranza della Moratti che, inconsapevolmente, confondeva il "tempo pieno" con il "tempo scuola a 40 ore" e sosteneva candidamente che si trattava della stessa identica cosa. Con Fioroni ministro, per un breve periodo, il doppio organico automatico veniva ripristinato sulle nuove classi prime a tempo pieno. Su quelle classi (non su quelle già avviate, ovviamente) in quasi tutte le scuole milanesi tornavano i due docenti per classe.

Lo scorso anno non è andata esattamente così. In alcune situazioni veniva confermato il doppio organico in altre vi è stato ancora qualche taglio. Con una novità, sul piano formale. Nelle circolari ministeriali si precisava che il tempo pieno veniva confermato "senza le compresenze" (vale a dire senza le 4 ore in cui i due docenti si vengono a trovare contemporaneamente in classe e possono attuare attività per gruppi-classe). Non era ben chiaro (o almeno non veniva detto esplicitamente) come dovevano essere altrimenti usate le compresenze. Di fatto le scuole – data la mancata assegnazione delle risorse necessarie per le supplenze – erano costrette ad usarle per tappare i buchi in caso di assenza di qualche insegnante.

L’operazione di smantellamento del tempo pieno prosegue ora con chiarezza e determinazione. In ogni scuola a tempo pieno (almeno in provincia di Milano) vi sarà un taglio ulteriore di uno o due docenti in organico (1), che viene ad aggiungersi a quelli degli scorsi anni. Questo significa che di fatto il modello didattico e organizzativo del tempo pieno viene completamente snaturato, così come abbiamo scritto e descritto su queste pagine innumerevoli volte (2). Non solo, ma per poter garantire le 40 ore settimanali le scuole dovranno fare i salti mortali impiegando docenti di una classe in un’altra, a scacchiera. Le compresenze tramonteranno pressoché definitivamente (d’altra parte non è questa l’intenzione dichiarata del ministro, che le considera alla stregua di un’inutile spreco?). Insomma è la fine (o quantomeno una fase molto avanzata) del modello pedagogico della scuola a Tempo Pieno. Non eravamo inutili Cassandre nel prevedere questa prospettiva graduale.

Quali saranno le prossime tappe? Ci aspettiamo ora che la Gelmini insista, nei prossimi tre anni di legislatura, sull’imposizione del modello del maestro unico. Una scuola del mattino, con l’insegnante unico, e un orario aggiuntivo pomeridiano gestito o da altri docenti o da educatori comunali. Il ritorno cioè al doposcuola d’antan. La strada, almeno nelle intenzioni del ministro, è questa. Così si chiuderà definitivamente il cerchio, con l’eliminazione di una delle esperienze più innovative e positive della scuola elementare italiana. Con il ritorno a prima del ’68, esattamente come sostenuto da Gelmini e Tremonti.
